In the first phase of the work by the Library Bulding Committee,
a thorough analysis of the existing building was done. The deficiencies include
items of both maintenance and non-conformance with current building codes. The
major findings include:
ADA (Americans with Disabilities Act) Compliance - The entire building does not meet the ADA code. The lower level [including the children's department & public restrooms] and the upper floor are completely inaccessible; much of the main floor [doorways, water fountain, book stacks] does not meet code.
Upper Level - does not meet code standards for ingress and egress
Lower Level - isolated from the rest of the building and has two exterior doors leading in and out only on this level, adding to security concerns
HVAC (heating, ventilation, air conditioning) - some areas are not air-conditioned; building does not meet standards for air supply or exhaust systems
Energy Code - building not in compliance with NJ energy code, most notably single glazed windows throughout
Stairways - stair risers and balustrade openings do not comply with current code
Restrooms - air standards are not met. No bathrooms on main floor
Exit Signage - insufficient in certain areas
Flooding - despite engineering attempts to correct the problem, flooding problems persist on the lower level
Exterior Paint - windows and other outside areas in need of new paint
Roofing - has minor leaking problems [and is nearly 20 years old]
In addition to the deficiencies and problems noted by the Building Committee, there are additional maintenance items of note:
Ornamental Plasterwork is crumbling and must be repaired
Interior Painting and Carpeting are nearly 15 years old. Repainting and new carpeting are needed.
Note: some of the maintenance items noted in the summary have been deferred in recent years as the building committee has been doing its study.
